What is the best animation programs (2D)?

No Pivot or flash please. I want some thing that might be a little smoother than pivot but not as time consuming as flash. I own windows 7 and I make animations and put them on youtube. My channel is looneytunes8 and I would really like a good animation. Thanks for reading.
