My friend is being racially discriminated? What should he do?

My friend is a legal immigrant from Taiwan and plans to start a new life. He is living in a low income community( I won't mention the name) and he is being discrimated against and racially abused to some point. He often hears people saying demeaning and disrespectful words to him and some have even thrown rocks at his apartment, which broke his windows. It'll take a month or so before he can settle down in a better community becuase as of now is finacially unstable.
