Is this a scam or should i get a lawyer?

Today i received a message on my cell phone saying call the number back immediately or have my attorney call and it was a very serious and confidential matter at the end of the call it said "if you disregard this message good luck as this matter unfolds upon you" the man had a thick middle eastern accent which was hard to understand when i called back he said i was being sued for 1. violation of federal banking regulation 2. collateral check fraud 3. theft by deception he said i received a loan from quick cash for $2000, which is not true i never received any money or even heard of quick cash but he knew my social security number, address, mother and grandmothers names. He said if I dont resolve this matter by friday at 11:00 they will go through with filing charges and I will have to go the court house or someone will come interrogate me at my house or place of employment! He said the only way I can avoid this by a OCR (out of court restitution) and I could pay money to prevent the charges. Something doesn't seem right to me. But im only 18 so im freaking out about how this man has so much info on me. This has to be a scam right? If I was in trouble wouldnt i be contacted somehow, and not be telephone? and his accent was very thick i just dont know what to do from here.
